One of his most consequential roles was as U.S. Executive Director of the World Bank Group, where he oversaw the approval and implementation of over $60 billion in annual investments—decisions that shaped economies and touched lives across both developed and emerging markets. He also advised the U.S. Treasury and Commerce Departments on the architecture of global trade and financial policy.

Matthew brings a rare duality: a rigorous understanding of markets through the investor’s lens, and a deep moral compass honed in public service. In the private sector, he served in senior roles at firms including Citadel and Ariel Investments, working on global investment strategies while living in Chicago, Dubai, and London.

Today, he serves as a trusted advisor to select investors, executives, and nonprofit organizations, guiding high-impact initiatives with both precision and purpose.

His path began in New York State government, where he helped manage one of the nation’s largest public pension funds. But its roots go deeper still.

Matthew grew up in Washington, D.C., in a family whose legacy of service runs generations deep. As a boy, he worked in the funeral home founded by his great-grandfather, Dr. Robert G. McGuire, in 1912—one of the oldest African-American businesses in the United States. There, he learned a simple but profound principle: that dignity is not something we earn, but something we owe each other. “We serve every family that calls on us,” his elders taught him, “with honor and respect—no matter their station in life.”

He attended Gonzaga College High School, a Jesuit institution where he played football and basketball, and later returned to teach English and coach the next generation. To this day, he is a patient explainer, a born teacher, and a steadfast mentor to young people discerning their paths.

Matthew earned a Ph.D. in Anthropology from Harvard University, where his research focused on affordable housing and urban development. He also holds a B.A. from Brown University and a Certificate in Religious Studies from the University of London.

He is the proud father of two daughters beginning their own journeys in international business consulting and healthcare.

Still rooted in the D.C. area, he spends time with his family, including his brother and mother. He enjoys taking walks throughout the capital and reflecting on the issues of the day.
